Updated Timeline for Department of Commerce (DOC) Preliminary Determinations on Threaded Rod Investigations of India and Thailand
Updated Timeline as of December 1, 2013
DECEMBER 11, 2013:
Preliminary determination by DOC on countervailing duty (CVD) investigation of threaded rod from India.
U.S. Customs will begin collecting cash deposits of estimated countervailing duties on imported threaded rod from India as soon as the DOC’s preliminary determination is published in the Federal Register during the week of December 16-20, 2013.
DECEMBER 20, 2013:
Preliminary determination by DOC on antidumping (AD) investigation of threaded rod from Thailand.
FEBRUARY 10, 2014 (Extended from December 20, 2013):
Preliminary determination by DOC on antidumping (AD) investigation of threaded rod from India.
“Critical Circumstances” Allegation Against Thailand
Since the filing of the antidumping (AD) petitions on June 27, 2013, import volumes from Thailand have increased significantly over the pre-filing period, so a “Critical Circumstances” allegation against Thailand was submitted on Friday, November 22, 2013.
The DOC could make its preliminary determination on “Critical Circumstances” at the same time it makes its preliminary antidumping (AD) determination on December 20, 2013, in which case antidumping (AD) duties would apply to imports from Thailand back to the date the petitions were filed – June 27, 2013.
